THE AIR IS CLEAN UNTIL PROVEN OTHERWISE: ANALYSIS OF THE REPORT ON THE STATE OF AIR QUALITY IN SERBIA FOR THE YEAR 2021

Almost 4 million inhabitants of Serbia are exposed to excessively polluted air. In the Report on the State of Air Quality for 2021, 12 cities on the territory of Serbia and all eight agglomerations are classified as excessively polluted. The list of cities with excessive pollution in 2021 included: Valjevo, Novi Pazar, Kraljevo, Zaječar, Kragujevac, Čačak, Loznica, Paraćin (Popovac), Subotica, Sombor, Sremska Mitrovica and Zrenjanin. Belgrade, Novi Sad, Niš, Pančevo, Smederevo, Kosjerić, Bor and Užice have the status of agglomeration1 in Serbia, and in all eight agglomerations the air is (was) excessively polluted.

How to ensure the effective participation of civil society organizations in the adoption of the environmental laws - The Case of the Law on Amendments to the Law on Nature Protection

The analysis provides a detailed overview of the legal framework in the field of nature protection. Special attention was paid to the process of drafting, public discussion and adoption of the Law on Amendments to the Law on Nature Protection. The process was marked by the inconsistent application of laws and other legal acts of the Republic of Serbia, as well as the non-transparency of the drafting process itself due to insufficient opportunities for public participation. Based on the analysis, recommendations were made for improving the process of drafting legal acts in the field of nature protection, which are intended for relevant decision makers.

Analysis of the process of public participation in the adoption of the Spatial Plan of the Republic of Serbia from 2021 to 2035

The analysis provides a detailed description of how the process of adopting the Spatial Plan should look, in accordance with international and national laws and documents. Compared to the ideal scenario, it was analyzed how that process looked in reality. The process itself was marked by the absence of consistent application of the laws of the Republic of Serbia on the public participation in the adoption of planning documents, special regulations that regulate the preparation and adoption of the Spatial Plan and, finally, international standards that define the principles of public participation in decision-making processes. The analysis resulted in recommendations for improving public participation in the adoption of the Spatial Plan of the Republic of Serbia, which are intended for relevant decision makers.

Analysis of the legislative framework of air quality in Serbia

Climate change and management of the protected areas in Serbia

This publication is created to improve the resilience of protected areas to climate change by defining basic measures for the prevention and mitigation of the effects of climate change on protected areas and integrating them into management plans for protected areas. In Serbia, an area of 662,402 ha covers 461 protected areas. Within the project “Climate Change and Protected Areas”, 10 protected areas were selected: Tara National Park, Djerdap National Park, Fruska Gora National Park, Kopaonik National Park, Stara Planina Nature Park, Golija Nature Park, Tikvara Nature Reserve, Special Nature Reserve (SRP) Gornje Podunavlje, SRP Obedska bara and SRP Karadjordjevo.
