Read the latest policy paper of the Belgrade Open School about establishing an energy management system in cities and municipalities in Serbia. The policy paper entitled "Energy Management System in Cities and Municipalities in Serbia - Current State and Recommendations for Improvement" was created as a result of the research carried out by the BOS in 2018.
The energy management system in Serbia is still in the initial stage of its establishment. Six years after the Law on Efficient Use of Energy was adopted, which assumes the establishment of an energy management system, 60% of cities and municipalities that belong to the system have not yet appointed an energy manager. In addition, only 9% of cities and municipalities reported the Ministry of Mining and Energy on the achieved savings targets for the previous year, and as many as 95% of cities and municipalities have not yet adopted the Energy Efficiency Program, a document that should represent the starting point for successful policy implementation at the local level. The key causes of the problem lies in the fact that cities and municipalities, which do not have the appropriate cadre at their disposal, are not able to hire competent persons in these jobs, due to the prohibition of employment in the public sector that is in force. In addition, those already employed in energy management are faced with a lack of capacity, and in over 80% of cities and municipalities, the need for organizing additional training on the establishment and functioning of the energy management system has been recognized.
