Good governance is a process of managing public resources and decisions in public policies. It involves not only the making of "right and wrong" decisions but also a series of procedures for making those decisions. The concept of good governance has several important characteristics: transparency, rule of law, availability, fairness, efficiency and effectiveness, participation.
Bearing in mind that the public administration has changed its form since the creation of the legal state, and has evolved to "civil service" from "authority", the role of civil society is very important in its improvement and reforms.
Belgrade Open School (BOS) covers good governance, including several aspects. BOS mostly deals with research and advocacy for responsibility, transparency, and participation. BOS researches and advocates the participation of citizens in the decision-making process, especially at the local level, as well as transparency in decision-making, but also in the work of public administration. So far, BOS has been engaged in research on participation and transparency in the field of European integration, higher education, work of local self-government, regional development, energy and the environment.
For more successful participation and agreement with all stakeholders in improving this area, BOS cooperates with: the Office for European Integration of the Government of the Republic of Serbia, the Office for Cooperation with Civil Society of the Government of the Republic of Serbia, the Commissioner for Information of Public Importance and Personal Data Protection, the Ministry of Public Administration and local Self-government, Republic Secretariat for Public Policy, Standing Conference of Towns and Municipalities - Association of Towns and Municipalities of Serbia, Ministry of Youth and Sports, local self-government units, civil society organizations and regional development agencies.
Employees in BOS participate in the Inter-Ministerial Project Group that coordinates and monitors the implementation of the Public Administration Reform Strategy in the period 2015-2017 and is also one of the leading organizations in the SEKO mechanism for public administration reform and human resources development. BOS is also a member of the Special Inter-Ministerial Working Group for the preparation of the second action plan for the period 2016 to 2017 for the participation of the Republic of Serbia in the Open Government Partnership. BOS is also part of the Network of Institutes and Public Administration Schools in Central and Eastern Europe, but also many networks of civil society organizations which deals with good governance both in the country and in the countries of the Western Balkans.
