The evaluation of the ideas for the best digital solution which encourages citizen engagement and enables better communication of citizens and decision-makers has been completed within the Contest Citizen Participation 2.0 which was organised within the Project „YOU4EU – Citizen Participation 2.0“.
The civil society organisation CIECODE from Spain won the award in the amount of 2,000 Euros for the idea of a voice assistant „Personal Political Analyst“ which enables the monitoring of implementation of election promises of political parties at local, national and the EU level. The aim of this platform is to promote accountability of political parties and encourage citizens in more active monitoring of the work of political representatives. CIECODE, the authors of this idea, will use the award for the completion of this platform which is planned to be published in September 2019.
Besides the awarded solution, top 5 ideas are also selected:
- Pin’em – the application would enable citizens to map corruption cases in Croatia and thus contribute to the improvement of accountability and transparency of public administration. This solution was presented by the team from Croatia (Duje Prkut, Bora Sorna and Luka Abrus) which highlighted that thanks to this mobile app the citizens would be better informed about corruption cases in their surrounding and increase public pressure on the authorities.
- Izbori_se – the digital tool would enable networking of actors who are interested in monitoring of legislative processes in various fields. This solution is envisiogned as a forum which would contribute to better communication and cooperation of state actors and civil society in the improvement of legal framework. The authors of the idea are Stjepan Perko, Duje Kozomara and Andrej Bodrušić from Croatia.
- Parlamento 2030 – the platform would monitor the activities of national parliaments regarding the implementation of 2030 Agenda for Sustainable Development. The authors of this idea, CIECODE from Spain, who are also the authors of the winning solution, emphasised that this platform should be a database which enables the monitoring of legal processes related to sustainable development goals and accompanying indicators.
- Easy local budget – the platform would present the budgets of local self-governments in the form of infographics and thus enable a better insight into public spending. The platform would also provide citizens with the opportunity to suggest ideas for better budget allocation. This idea was submitted by GM Optimist, a civil society organisation from Serbia.
- Fix my city – the citizens could use this web application for reporting communal problems to the authorities. The civil society organisation from Montenegro – Active Zone, has already developed this digital solution and plans to develop it for three other Montenegrin towns.
Around 40 teams, individuals and civil society organisations from 12 countries (Albania, Bosnia and Herzegovina, Croatia, Italy, Kosovo*, Montenegro, North Macedonia, Portugal, Serbia, Slovakia, Slovenia, Spain) participated in the Citizen Participation 2.0. Contest, which lasted from 13 May to 23 June.
The winning solution and top 5 ideas will be presented at the conference in Croatia in September 2019.
