The overall objective of the program was educational and economic development of the country through the training of people employed in vocational high schools to implement the Action Plan of the Career Guidance and Counseling Strategy in the Republic of Serbia.

The specific objectives of the program included: introduction to career guidance and counseling, clarification of the role that a secondary school has in introducing the system of career guidance and counseling in Serbia, training of teachers and professional associates to effectively apply the elements of career guidance and counseling.
