Analysis of the process of public participation in the adoption of the Spatial Plan of the Republic of Serbia from 2021 to 2035

The analysis provides a detailed description of how the process of adopting the Spatial Plan should look, in accordance with international and national laws and documents. Compared to the ideal scenario, it was analyzed how that process looked in reality. The process itself was marked by the absence of consistent application of the laws of the Republic of Serbia on the public participation in the adoption of planning documents, special regulations that regulate the preparation and adoption of the Spatial Plan and, finally, international standards that define the principles of public participation in decision-making processes. The analysis resulted in recommendations for improving public participation in the adoption of the Spatial Plan of the Republic of Serbia, which are intended for relevant decision makers.
