Monitoring report “Serbia 2030 – Readiness for implementation of the 2030 Agenda”

Civil society organizations gathered around the “SDGs for All” Platform conducted a comprehensive research during the previous year in order to answer the questions What is Serbia’s capacity to achieve the sustainable development goals and what is needed to take a step closer to achieving them? The answers to these questions are presented in the Publication “Serbia 2030 – Readiness for implementation of the 2030 Agenda” which can be found HERE.

The conclusions of the analysis presented in the report show that certain processes important for implementation the 2030 Agenda have either been initiated or implemented, including the mapping of sustainable development goals in relation to the existing planning documents, establishment of institutional mechanisms with official competences to monitor the implementation of the 2030 Agenda and establishing the mechanisms of monitoring and reporting. However, certaing key processes, such as  adoption of the National Sustainable Development Strategy with priority development goals and having the SDG progress monitoring and reporting system in place at local level have not been implemented yet. Furthermore, the lack of participation of stakeholder’s representatives in the implemetnation of the 2030 Agenda proved to be another issue.

 Readiness for reaching each sustainable development goal has been analyzed within the report and the following conclusions have been drawn: further work is necessary on advancement of the public policy frameworks, the legal frameworks for their fulfillment as well as establishment of institutionalized and coordinating mechanisms and mechanisms for monitoring and reporting. The differences between the goals emerged, the frameworks for implementing some of them have already been established in great extent, however, frameworks needed for achieving other goals have been established only partially or have proved not to be functional.

 Considering the ambition and importance of the sustainable development goals, while keeping the many effects of the current pandemic in mind, the Development Plan containing priority development goals is crucial as well as cooperation between the public sector, private sector, academia, civil society organizations and the citizens.

 Content of this report should serve as a starting point for other activities needed for achieving goals of great importance for the society we live in.

 The “SDGs for All” Platform is a part of the project “Public Finance Reform – 2030 Agenda” and is implemented by Deutsche Gesselschaft für Internazionale Zusammenarbeit GmbH (GIZ) partnered with six civil society organizations: the Belgrade Open School, The Belgrade Fund for Political Excellence, the Center for Advanced Economic Studies, the Foundation Ana and Vlade Divac, the Center for Democracy Foundation and the Timok Youth Center. The platform is supported by the Governments of Switzerland and Germany.
