Berlin process seen through eyes of western balkans researchers

Belgrade Open School (BOS) is pround to present Collection of Policy Briefs which includes 6 research papers in form of policy briefs. Collection is created within the project “Improving policy impact of the OSF alumni Network in Western Balkans” which is implemented by BOS with the support of Open Society Foundations (OSF).

Papers created during the project present contribution to discussion on necessary reforms which societies of Western Balkan countries must to implement as a part of negotiation process with European Union (EU). Besides this, authors of papers tried to point out potentials of academic community in changing the public policy framework, which should be based on evidences, more than on political decisions.

Policy Briefs are created by regional teams composed of OSF alumni from Albania, Macedonia, Kosovo, Bosnia and Herzegovina and Serbia. Publication is result of six-months-long research and writing process, and three main subjects that are in focus of papers are: (1) youth cooperation, (2) migration and border issues and (3) energy, climate and environment protection. These subject are recognized as of a huge importance on the agenda of the Berlin Process, which is seen as a most relevant framework for accession of Western Balkan countries to the EU. Findings and recommendations addressed to decision makers, were presented by authors of the papers at the regional OSF alumni conference that took place on 8th and 9th of June 2017 in Belgrade. This conference gathered representatives of international organizations, public and science institutions and civil society organizations.

Aim of the above mentioned project is to support development of Western Balkan region through evidence based policy and regional cooperation. Besides this, project strives to improve influence of OSF alumni network in providing answers on public policy challenges in framework of accession of WB countries to the EU. Project also tends to promote role of educational advising centers of Open Society Foundations in WB countries as a mediator between academic community and decision makers.
